Most lower-income New Yorkers live in older, less well maintained apartment buildings, which are often owned by predatory and negligent landlords. The city’s housing court and inspection system is broken and heavily skewed in favor of landlords and their lawyers. Buildings can go without heat or hot water for weeks or months, and the landlord is never punished.
I have spent years in and out of housing court with my landlord, who is #12 on the 100 worst landlords list. He hasn’t fixed the violations, he harasses us, and the court will do nothing to remedy the problem. We will work to fix the housing court system to make it fair for tenants and hold predatory and negligent landlords accountable.
